It depends on the school in what level/bar they set for admissions; in general, they will primarily look at your overall performance and overall GPA to determine acceptance. The school should have listed for transfer students the minimum required GPA to transfer, to give you a better idea of whether or not to apply. But one failing course, should not be of significant impact for many schools. If there were extenuating circumstance at any point on a transcript, showing fallen grades (such as due to medical, work, or other reasons etc.), an addendum can be added to the application to explain briefly what happened, steps you've taken to show improvement, or to prevent this from happening in the future.
Then once accepted, anything below a certain level such as anything below C's or even B's may not be accepted and will not transfer; there will not be credit for those courses. You can lose valuable credit and time by transferring if grades are not at the same level they require once accepted. Check into that when looking at schools to transfer to in the future so that it is the right fit for your degree and financial plans.
