In Europe it works on credit points, i.e each class you take is worth 5 credits, and as long as you pass you get the 5 credits, and to transfer you usually need 30 credits, i.e passed 6 classes, so unless they let you take a compensation test or something I'm not sure.
I'd follow Perna's advice and email them to find out, because if you only failed one they still might let you through.
