I'm on Lamictal and virtually never cry. Didn't much for quite awhile before that either, so it's probably just me. Go back 5 years and more to see the fountains. I used to. Think the years just took it out of me. It takes a LOT anymore, and usually not even then. Lamictal didn't bring crying back, so it didn't change things for me in that dept. either way.

In answer to your first question, yes, it's not all I'm on, but the other one makes some people more irritable, so... (It doesn't seem to affect irritability levels in either direction for me.)
