It's possible something came up, but it does sound like he's avoiding you. Most guys who are interested but busy, though, would give a call, if for no other reason than to let you know.

Why limit yourself to one guy? Date others and, if one peaks your interest, see him more often, and if it's working out, see if he wants to be exclusive (if he doesn't ask you first).
