Desiree, this isn't just an annoyance, it's a health hazard. See if your manager will make a copy of the videos for you, or directly for the police, and report these kids to the police. Get any evidence you can. Additionally, when kids are jumping on cars and personal property, call the police. Parents allow their kids to do these things (or don't pay attention to what they do) because they can. Some might actually respond if the police take action.
Our apartment complex has rules against kids or anyone being too loud. People are supposed to play at the basketball court/play area that are a little bit away from the apartments themselves. Recently, the complex's newsletter warned parents that there were complaints about kids being loud, and told them they needed to take action and respect the rules.
Don't be afraid of being a "complainer." You have a right to complain, and there's no reason you have to tolerate the behavior of these kids. Furthermore, you may have cause to sue, especially if there's damage. I recommend doing just that, because you're entitled to money for your losses. Make sure you keep receipts for your property in a handy place, in case you need them.
I understand you being mad at the parents, because they're the most to blame, but I'd be mad at the kids, too, because they should know better.
