ARGH! I used to have a neighbor like that! In fact him and his mom and dad! They'd get their SSI on the first and by the time the week was over, they'd be at my house wanting to "borrow" cat food, groceries, etc. In fact, the kid asked Jerry if he would lend him $2000 for a laptop!! Hell! They never replaced or paid for all the stuff the supposedly "borrowed"!!

It's been sooooooooo peaceful since they moved to Colorado last summer!!
