I had to contact the Police on one occasion about the guy who lived above me; his dodgy criminal behaviour was getting out of hand, I even witnessed him steal a car. Do you know what? The Police weren't a blind bit interested.

On anther occasion I contacted the Council's anti-social behaviour officer, and I got the very distinct impression that he was extremely reluctant to take any form of action against this yob, even tried to fob me off.

Sometimes it's better to bite your tongue and say nothing, but it can also be a real challenge.
