I know you wanted to delete this so please feel free to disregard my post below this, as I have written based on what you did say here and if you don't want to discuss it that is fine as well. Although, I honestly beleive that sometimes ranting can be extremely helpful - just to get it out.
I believe it is quite normal in human nature to think that a person deserves to learn a lesson for things they have done. At least, I do it every now and then. I believe the problem begins when people decide it is up to them to teach the lesson.
Looking at that situation in the pets forum, it is terrible what has happened, but it is also not your fault - you have been doing everything you can to help the dog. All you can do is express your concerns and if they do get a new dog and you believe it is neglected, contact the rangers to assess the situation.
