It's a medication. Don't kid yourself. Aspirin would not be OTC, other than for the fact that it was being used before they created the concept of prescriptions. OTC does not mean "not medication".

Hoodia works, if you get the real deal. The problem is 2-fold. Anything that's popular attracts scammers, especially if it has to do with weight loss. Second, and more important in my mind, is that wild hoodia is being stripped from its natural place in the world at an alarming pace. The plant grows slowly, reproduces only with great difficulty, and it grows in a very delicately balanced ecosystem. I could not, in good conscience, ever use the product.
