You aren't obligated to pay bills from before you turned 18. Those are your parents' bills, not yours. They can pay them or not as they wish, but no one can force you to pay them.
Bankruptcy's an option for any bills that are yours - except things like student loans.

You do have a lot of stress on you right now, and very little support. Please don't start abusing medications and drugs. That won't solve anything and will only add more problems.

This is why you need your own income, your own medical insurance, and your own place. But to get those things, you have to go make application for them. A good mental health case manager can help you with all this, but you have to be willing to go down to the mental health center and ask for help. I don't know what's available there, but your situation might qualify you for some kind of immediate housing through the mhc.
