Sometimes you see the same person again and again because your paths happen to cross a lot. You live or shop or work in the same area.

It could be that plane has some reason to be there that you're not aware of. You really don't know. You're making assumptions based on fear. If you ask more questions, you might find out.

Personally I would find that plane annoying if it were flying so low over my place, but I'd probably ignore it. If I were as disturbed by it as you are, I would try to figure out who to ask and to see if they could take their business elsewhere.
