Maybe he was trying to be friendly and bury the hatchet? Maybe he just didn't want to seem rude since you have so much history?
I think the important thing is don't read too much into it. He wished you happy birthday which was nice but really doesn't require acknowledgement on your part. If you are wanting to stay in touch with him you can use it to text him back and say thanks. Then the ball is in his court to see if he has anything else to say. Or if you are moving on and want to close the door on that chapter of your life just say to yourself that was nice that he remembered and let it go.
