I can't imagine where you will find anything free, especially if you are not out in the world yourself working or doing stuff/paying taxes which is what pays for "free" or sliding fee services. I only know of sliding fee which has to do with how much you make at your job. If you are not working, whoever is/was taking care of you (parents) could get money perhaps if you have a known childhood disability but if you cannot function on your own, you are not likely to get money to manage or be able to manage your own care.
