Unless you have a clause in your rental agreement that you may withhold payment for such causes.. nope not paying will only get YOU in trouble and cost you more in the long run. Plus it will make you in the wrong, automatically. I suspect you wish to stay in the right, so no one has a complaint about you in this? Speak with the Chief of Police...as usually they are appointed. The cops don't usually have that problem, they are hired to do a job and it's difficult to fire them.
