This doesn't seem like bipolar disorder (manic depressive) I think another psychiatrist should evaluate her, get a second opinion, then maybe there is a good chance she'll recieve the proper medications cause it seems by what you said her meds aren't doing anything for her, there are plenty of different meds they can use if one or the other doesn't work. I don't know if they still follow this rule but years ago a psychiatrist would give a med 2-3 weeks to see if there was any changes, if not they would "scrap" it and try another. This helped in one way, the patient wasn't "strung" along for a length of time and wasting their time with the wrong meds. If she is getting this treatment from a General Practitioner (family doctor) the chances of her improving are nill, GP's are not qualified to make any psychiatric diagnosis, you need the doctor who specializes in this field, a psychiatrist.
Lots of luck,

PS If it is unbearable there try to see if you can move out, cause if she isn't getting the proper treatment she will not get better, and you will only be miserable.
