45 CFR 164.524 - Access of individuals to protected health information
45 CFR 164.508 - Uses and disclosures for which an authorization is required
My understanding is that doctors/offices may not deny you access to your medical information (test results included) except in a limited number of cases. Though some people have gotten test results over the phone, you may have to appear in person to prove your identity.
Depending on the tests and the results, however, it may be in your best interest to meet with the doctor so you fully understand what the results mean (and don't mean).
