Are you moving to different rooms to see what's available? I gather that sometimes a bunch of folks plan to meet to chat when they so desire. So it's like a bunch of folks who already know each other. And then there are the scheduled chats on different subjects. People sometimes even reserve rooms and you have to have a password to get in.

I might not be telling you anything you don't already know. Some folks here are just friendlier than others and more open. Evidently you haven't met the ones who are, I guess. Or perhaps you are ending up in groups that aren't seeking to make new friends at the time. But, no, you're right, these chats aren't like the typical chat rooms for people just trying to meet other people....

Did I express that information correctly, fellow PC folks? I don't go into the chat rooms much, so I'm not the best expert here--just my brief observations....

Have you tried any of the social groups? You don't get immediate feedback, but sometimes pretty good discussions can get going, and you can make new friends there.
