Happycheeks if you go down to the registry office they will issue you one straight away just take ID with you, I don't know why they have asked for your full birth certificate it seem's rather strange but here they are changing things all the time, I know when I applied for the kids passports last year we had to have their full birth certificates, Hope this helps.
