how many posts is it until you can have a custom title under your name?

and also, if someone else has a title, can you use it?

for example (and i'm just making stuff up here)

if someone had the title, take my advice, i don't use it anyway, could someone else use it?

or is the forum set up so that title can only be usedd by that person and if you entered it you'd be asked for something else.
