I'm not 100% sure, but isn't Austin one of the cities that Animal Planet uses in their Animal Precinct show?

They get tips from people and send over officers to investigate the situation and remove the animals until they can verify if the owners are mistreating the animals. They'll rule out medical causes for their health problems and if the tests come back negative and they gain weight with a regular diet, the owners are proscecuted for animal cruelty. Then the animals are temperament tested and put up for adoption.
