We have laws here, as far as dogs running loose, but the neighbors at the end of the block can't manage to keep their dogs on their property at all. Every time they open the door, the dogs blast past them, and they never go after them either. They wait until an annoyed neighbor walks the dog back home. I always have a big fat chocolate Lab leaving big fat poopy presents in my yard.

One day I was walking my dog and went past their house. His other dog was visibly upsetting mine, and the owner was less than 3 feet away, but wouldn't grab his dog's collar and put her inside the house, which was only 3 more feet away. He just stood there going "Daisy, Daisy." A couple of nights ago the Lab came wandering into my yard around 11:00 p.m. to take a poop. My dog was outside doing the same thing, tied out on her lead and I was there with her. She was practically foaming at the mouth she was so riled up. Then she didn't want to settle down for the night. I have half a mind to call City Hall or the Police Dept. on him, but hate to make any waves.
