I know where I used to live all pets had to either be on a leash or chain or penned up. You couldn't even have cats outside without being on a leash.

And with the noise ordinances you had to have your animals quiet after 11 pm or else the police would be called and you had to do something about it.

Where I'm at now it's not nearly as strict....I don't even think there are animal laws! Probably because I'm not in a city!
