I think if this is becoming bothersome and you aren't feeling comfortable with the letters ect.. then you should perhaps bring them into the police, they shouldn't say ever that you are giving him permission to do this, it's not right. Take it to a female officer maybe? That may help somewhat.

You said that you could probably charge him with assualt? What did he do? If it gets to that point that you are worried about seeing him ect.. then you should contact someone, show the letters maybe you could give get a restraining order? I think it's good that you are keeping the notes, at least then thats prove that he is bothering you.
