Wait, why would someone hire you when they can hire someone to do a similarily adequate job for half the price? Are you seriously asking for twice what someone with only a few years experience would take? Obviously you won't get hired for that reason and the entitlement? Gross. That was a joke right?

If your a threat to the department head, why aren't you applying for his job? If you're so ridiculously overqualified, why would they hire you when they can hire someone who is going to be happy meeting expectations?

If you really want a job that is "beneath you", as your attitude seems to suggest, leave things out of your resume, take the pay cut, and don't talk like you want to advance.
