Oh dear God. How could your stepfather be so CRUEL??? it was HIS fault for not locking the gate!!! What is the matter with him? If he got Alzheimers and wandered away from the house and the police brought him home, should we shoot him?
If he got lost in a big city, and the police had to pick him up and take him where he was going -- should the SHOOT HIM INSTEAD?
Animals are God's creatures too, darn it. What iin the world is the matter with this man? Is he nuts? I'd love to take a gun and threaten this old man --- I swear I'd click the hammer on my gun and scare the bejesus out of him! I'm so mad right now my heart is pounding, and I can't sit still! OMG! 
SUE HIM. Take him to court and sue HIM. He was supposed to be watchiing the house and dogs. SUE HIM IN SMALL CLAIMS COURT. I sure would! Find out the going price for those dogs and sue the creep! He won't do that again! Hugs, Lee
