I can't tell you how sorry I am that that man had the dogs put down. Like one of the others said, this is wrong on so many levels! I hope that he is kinder to your mother than he was to the dogs. I'm a dog person and this whole thing just breaks my heart. What a horrible thing do! I understand your anger and like Leed said, you should try to take him to court.
