I understand where you are coming from and going through, for my neighbor has a drinking problem, a shooting his hand gun off problem, and a Bipolar Disorder that he over medicates for.... this often leaves me family at his calling when he is having a bad day or suffering family issues / problems, for he seems to use who ever he can to release his anger upon.... Big Sigh!!

BTW - the fence may not help..... for my neighbor just stagers around it and comes back when he is really in the mood to let off steam - some times we just stay inside our house when we can see him outside or we go to our back yard.... fenced it in a year ago and we have a big dog - so the neighbor does not physically come back there, but his loud voice sure can carry the distance - Eeeek!!
