Where you look at water treatment plant, you might want to research the floride they put in the water [assuming your city does] as it's really a toxic witches brew of dangerous chemicals that are the left-overs from aluminum mining. You could be being exposed to a high amount of that, and it could be causing some health issues.
From pictures I've seen [can't find at the moment], people have to wear full-on HazMat suits when the dump the floride in the water.
