I think it's a great idea. You are still physically in a "school district". The district has a responsibility to help get you an evaluation. They have a responsibility to provide you an education, and these moods/issues are hugely interfering. They should have someone from the district to come meet with you in person. They will say they don't provide treatment, but they need to provide a psycho-educational evaluation. This is just to the best of my knowledge, I'm not sure about the details of your area.
