On a normal, healthy level, yes.
When anxiety is disproportionate and begins to have too strong of a negative effect on someone's life, then it is so longer healthy and becomes a disorder. Anxiety disorders can cause someone to be over-alert, unable to focus, and to shatter their motivation to do anything that gives them anxiety.
