There are flat tea biscuits, arrowroot biscuits etc then there are the cookies like chocolate chip cookies, peanut butter cookies, oreo cookies, and shortbread.

Then come the fluffy tea biscuits, scones, cheese biscuits etc.

That is how we in Canada see them. There are boxed flat tea biscuits, then there are the fluffy baked kinds that are more like scones.
