Its sounds like you have a good plan and I agree with the others he should be seeing a professional. Agree you have to put some boundaries and no more taking drugs that aren't prescribed. He needs to explain this behavior and respect the sleeping arrangements.
To answer your question - yes my brother went through a drastic personality change. TBH it was like he became a different person - he was funny and had a wonderful personality...then he changed completely. He didn't do any of the behavior you mentioned.
Ask your brother what's the problem and why does he want to sleep with you. Does he remember saying those comments to you? Good to speak with him during the day. I hope you get to the bottom of why he's like this and I hope it gets better.
