That is the kind of thing the gang stalkers would do - so it's people like that. Then they never stop - it just keeps going with more and more people involved.

Then the police don't want to help, the ones that aren't involved, just turn a blind eye, the small few that would help, don't, because they know what would happen.

You're right about the website, it could be made by them, it does describe everything pretty well though, so I'm still going to show the nurse so she understands. She thinks it's all about the murder at the end and it's not, there is so much more than that.
