I'm not sure what the actual definition is, although I think it is generally understood to be genital contact of some kind... I guess if it is solo activity designed with the aim of physical sexual feelings it might be technically considered masturbation no matter what body part is used to create those feelings. Those "other body parts" are commonly things like nipples, which I expect might count as a sexual act at the very least if it is done with sexual feeling as the intent.
