A quote can be something that was not spoken by a character or something that was spoken by a character. As long as it's written in the book, you can use it as a quote.
For example:
"The weather was bright and fair and Timothy strode down the road with determination and spirit."
"Help me!", cried Lady Marion. "Save me from marrying the Duke of Nottingham!"
