I think you should assure him that you'll be there for him, but set boundaries. If he wants to date you, he needs to commit to doing so. If he wants to be friends, he needs to commit to being just friends. He needs to decide and not constantly switch back and forth.

It's not fair for him to lead you along if he's not in a place where he can be responsible.
