It sounds like he caught you a little unexpectedly too when you stated he said he told you he would kiss you but you just "didn't know it would be right in that moment" Well a kiss like that, that happens so surprisingly, is not going to be the same as in the moment when your eyes meet, you both move in and then kiss. When that happens there's something that's already happening romantically and both of you are in tune with each other and "ready" so to speak. You weren't ready for it and it doesn't even sound like your mind was in the moment. It's understandable that you didn't feel a spark that time.
