Rhap is it too late to save any of the tree?

my family used to work for natural resources and in the forestry industry, and I know in cases like that they would remove the sickliest side of the tree and apply this cement like stuff to the open section of the other side - sometimes the tree would perk right up again and grow off the one side.

It is easy for little trees if you can get them quick enough, sometimes you can simply splint the branches back together. Good luck doing that with that tree though, lol!
