Actually if you're in the US you can look into your area and see if there are clinics. The government as a whole doesn't necessarily have a program. But some cities and counties have programs for people who are uninsurred. They may have income requirements (like poverty level requirements) and charge on a sliding scale.
If she is threatening harm to herself, you need to get her in. If she threatening suicide every day, and you have no where else to turn, take her to the ER. She may resist but it could save her life.
