This is something you should bring to your MD's attention. I am uncircumcised and I don't have this problem. It may be that your foreskin is too tight. It's not a matter of feel; rather it's a matter of fit. Some guys have foreskin that fits tightly over the glans; others have foreskin that does not cover it entirely or is more loose. A tighter foreskin may also have a higher risk of infection. Please see your MD.
