In my day, a person did not have to be special needs to be bullied by teachers. They were called nuns. These are women who devoted their lives to God treating children like senseless creatures. I was humiliated, called names and smacked for 8 years in the name of discipline. Nobody said anything. We didn't know any better. That is just the way things were and we accepted it.
