Yes, sorry - I did appreciate that, sorry if I appeared to misunderstand in my post.
I guess my take would be not necessarily to "ban" everything (doing thus would perhaps force him underground - this is what teenagers commonly do).
Education is what is required more than anything... but it's easy to say and less easy to push home... sorry I'm not much help!
