In our State, harassment counts. You might not be eligible for an ex parte order for protection (an order issued without the other side getting a chance to present evidence or be heard on the matter) unless it's a domestic situation, but you can definitely get it under the Protection from Stalking Act, or whatever your State's equivalent is.
