I imagine writing a performance evaluation is very hard work.
The last one I had (twenty-five years ago!) felt more like a disciplinary hearing.
Give a bad evaluation and the employee will quit.
Give a good one and they'll expect to be promoted.
Give a neutral one and you waste everyone's time.
It is very difficult to get it right. My current boss (and he's a
good boss) doesn't even try.
