Are you living in an area that is cold? That doesn't seem right, cutting off your power. Won't that cut your heat as well?

I'm assuming you are on disability, but if you are under the care of a Dr., get some sort of proof of that so that you will be eligable for more help. If you are losing your power, you must be under the poverty level, and that alone should make other opportunities available to you.

If you can't get out, or its way too much stress, get to the phone while it is still on and call your nearest shelter. They may have government numbers of places that will give you some financial help.

Your birds are your family. They are just as important to you as any person would be. I wish i could say that the government would think this way as well, but they don't. If it starts to get cold in there, wrap part of their cages with thick quilts. If the stove runs on gas and you can keep it on for a little while, close off the area and heat it with the stove. Just make sure that there are no fumes that could injure your birds. My heater when out several times when I lived in a mobile home part, and it would get too cold for my bird. We would all gather in the kitchen and turn on the burners for the heat. You can't leave them on unless you are there, and again, watch out for fumes.
