honestly yes thats mixed singnals i hate that he needs to make up his mind or forget about him if i were you i would ignore him for a while let him want you give him a chance to see you dont sumther him let him chase you ignore him pretend to be busy when he asks you out then see how he likes it if he comes at you like i really miss you then go from there.....
