Is the person the job itself or a hiring agent you have to go through? My friend has been job hunting and always uses agencies to go through and most of them are not in his state, etc. I don't think any of the online jobs are usually "the" job people, most large companies hire someone to find applicants for them.

If it is not "his" job he's offering, I would not mess with him anymore as he sounds like a not very good agent and/or the job might just be an exciting come-on, etc. and not really exist.
