To me a thread is what you get when someone makes a post and it gets replies.

I don't see a view button but I see the other buttons in each members post in a thread. The reply button will quote that person's message in your reply. There is a button with a quotation mark next to the reply button. That is used if you want to reply to multiple posts and quote each post in your reply.
When you click on the new thread you begin a new thread
Your new thread can be read by anyone and everyone. It's yours... the topic is your choice.
A tag is just for later use when someone wants to search for a particular word or subject.
