Wow, I can really feel for you, and the frustration.
I may have mentioned before, but with all of this and the family having to constantly deal with this, while he just continues to be non compliant, may be the time to get out of this marriage, otherwise it just seems you are running into a brick wall over and over which is no longer fair to you or your family.
