I don't know why she does either, but I have some guesses
1. so she doesn't have to feel guilty
2. so she can minimize how bad what she did was
3. so she can feel righteous because you aren't perfect either
4. so she can feel justified being angry at you because you won't forgive.
Whatever it is, it is about her. If what she wanted (you to forgive her) is what she really wanted, then she would be the first to forgive you for what she doesn't like about anything you did.
